Paging Services Provider

Billing System for a Paging Company

A client/server platform that went well beyond billing — covering subscriber accounts, invoicing and payments, retail and dealer-network sales, warehouse and equipment tracking, financial postings, statistics and reporting, access control, and automated control of the paging message-dispatch system.

System Purpose

Despite its name, this wasn't a "pure" billing system focused only on tariffing paging services — its scope covered the full operating cycle of the business:

  • Subscriber account management, invoicing and payment collection (billing)
  • Retail sales of paging services and equipment
  • Dealer network operations
  • Branch office / remote workstation support
  • Warehouse and resource management
  • Financial postings and primary accounting entries
  • Preparation and storage of primary documents
  • Statistical reporting
  • Internal control and audit reporting
  • Decision-support functions
  • Role-based access control
  • Automated control of the paging message-dispatch system
  • Specific engineering operations automation
  • Customer service / quality control workflows

Implementation

Client/server architecture (Microsoft SQL Server 6.5 · BDE 5.01 · Delphi 1 / 3) built around a single shared database of roughly 120 tables and 200 stored procedures and triggers. Twelve dedicated client applications ("АРМ" — automated workplaces) covered every functional area, from subscriber service and sales to cashier operations, dealer management, warehouse accounting, and system administration, plus utility programs for invoice/tax-document handling and export to "1C" accounting software.

On the hardware side: a dedicated database server with backup servers, workstations across departments, and routers, modems and networking equipment to connect branch offices running on Windows NT / 95 / 98.
